The --help option common to all xdc.tools.ICmd based utilities
relies on delivered package.doc.xml to show command line help
description. When this file is not delivered with the package,
using the --help option gives an error message, e.g. (edited):

js: "$(XDCROOT)/packages/xdc/xdc.tci", line 514:
   xdc.services.global.XDCException: xdc.FILE_NOT_FOUND:
   can't locate file '$(XDCROOT)/packages/
   xdc/tools/configuro/package/package.doc.xml' along the path:
   $(XDCROOT)/packages/xdc/tools/configuro/;
