This is probably because the SR2 EPP (like epp.package.cpp) are not available yet due to a bug, but the eclipse SDK 3.6.2 is.

Is it still possible to reproduce this? Helios SR2 for like epp.package.cpp should be available and I haven't seen similar reports in the last weeks.

I believe this bug either is no longer relevant, or is missing details. If this bug is still relevant, please make a comment and we'll move it to the correct project/component for further investigation.
