Fix & Tests

HEAD

TypeRules#canAssign(ITypeBinding, ITypeBinding) is broken for generic types.

Replaced by existing TypeEnvironment (but I had to take out support for capture types since that would have broken cases like bug 337181).

Fixed in HEAD.
