Workspace for reproduction

If there are two bundles exporting the same package but with different versions, PDE offers only one import. 

Reproduction steps:
1. Import the attached workspace
2. Check that Export1 project exports package exportpackage (1.0.0) and Export2 project exports exportpackage (2.0.0)
3. Go to Import project and try to import exportpackage. Only one is offered, although two versions should be available.

This issue was already brought up with me and fixed.
