Submitting a patch to implement add the Colors view to TMF.

- Colors view to display, add, remove, reorder, export and import color settings.
- Colors manager to get and set the workspace color settings, get the color setting and priority for an event, provide listener interface for color settings changes.
- XML writer and parser for color settings.
- Tick color dialog for choosing the Time Chart view tick color for a color setting.
