Submitting a patch to implement add the Filters view to TMF.

- Filter viewer widget to create or edit a filter tree.
- Filter dialog to use the filter viewer widget in a dialog.
- Filter view to display, add, edit, delete, save, export, import the workspace filters.
- Filter manager to provide API to get or save workspace filters.
- Add interface for parser providers to get the event types for a parser and the field labels for an event type.
- Updated the ParserProviderManager and CustomParserProvider for the new interface methods.
