While the orion server does not contain p2 bits, it can be updating by an external p2 agent if an appropriate repository is available.

We should produce a composite IBuild repository to enable this.

People can then use PDE's target platform management, or p2's director to update between builds.

The builds will now start publishing p2 repositories, which will be available at
