The test that a project is located locally in ConvertToRemoteWizardPage#isCandidate() is reversed so that it is actually testing if the project is remote. This means that no candidates are ever found. If the test is fixed, the wizard lists candidate projects, but if one is selected, no remote services are listed in the Available Services area. Selecting finish anyway results in an NPE.
