the favorite command icons for delete/rename make the UI look cluttered.  They should hover the same way that the nav action column icons do.

note for future about some browser differences:
- on FF, you can make the actions column invisible and it will still receive mouseover to activate the icons
- on Chrome and IE, an invisible column won't get mouseover, so you have to hide the actions span, not the column
- on Chrome, the border-spacing error plus one pixel is never "hot" for mouseover, so there is a gap where you can lose hover and then get it back.  Setting border spacing to 0 will make that gap only one pixel, which is hard to notice.
