The feature is described in this blogpost http://relengofthenerds.blogspot.com/2011/01/implementing-shared-licenses-with-37m5.html . 
It would rock if we don't have to take care of the licenses but this will be a problem for linux distributions because currently source tarballs are created from svn tags which would not include license file anymore with this feature. 
Ideally source tarballs should be generated at build time with the proper licensing info in it without having to keep it in scm.

Tycho supports shared licenses now .

Well, I wouldn't call it a problem as long as everything has a proper license header. It's more of an inconvenience due to e.g Fedora requesting to ship the license file as %doc which wouldn't be in the source tarball. Though it would be in the final produced rpm.
I'll give this a shot.
