Steps to reproduce:
1. Select project and in the context menu choose "Annotations->Create->Open Annotation Wizard";
2. In the "Create Annotation Wizard" window choose "Personality->Person" and press "Finish" button;
3. In the "Annotation Conflict" window choose value and press "Cancel" button.

Result:
      "Create Annotation Wizard" window is closed.

Expected result:
      "Annotation Conflict" window should be closed, but "Create Annotation Wizard" window should be displayed (it will be easier for user).
