When clicking on the Refactor menu with a non-java element selected in the Project explorer view, the rename and move actions are disabled, but I would expect them to be enabled.

Steps to reproduce:
0. Open Project explorer view
1. Create a java project
2. Create a text file (eg- foo.txt) in new project
3. Create a java file in new project
4. Open new Java file in editor
5. Select foo.txt in Project Explorer
6. Click in 'Refactor' menu.  
   Rename and Move are shown, but diabled
7. Open context menu on foo.txt in project explorer
   Rename and Move are enabled
   
I would expect that the same actions should be available in both contexts.  In the Package explorer, I notice that the menu items change when moving between Java files and text files, but in the Project explorer, this is not the case.   I'm guessing that this has something to do with the issue.

This bug hasn't had any activity in quite some time. Maybe the problem got resolved, was a duplicate of something else, or became less pressing for some reason - or maybe it's still relevant but just hasn't been looked at yet.

If you have further information on the current state of the bug, please add it. The information can be, for example, that the problem still occurs, that you still want the feature, that more information is needed, or that the bug is (for whatever reason) no longer relevant.

AFAIK scripting bug component is not supported anymore.
