Now that the action commands for nav-table items are grouped into a menu, the vertical spacing for folders in nav-table is a bit taller than for files.  It wasn't an obvious fix (using the same sizes for the menu button dom node as for the image buttons).  Need to look into this.

The taller isn't an issue but I think the table could use some vertical centering in the name/icon cell.  Not urgent for 0.2

i'll look at this once we get the larger issues figured out (icons vs. text, groupings, etc.)

with the "gear menu" work in bug 366258, there is no extra height used and alignment looks good.
