Doing unit testing I ran into a situation where I was loading a plugin that was in my workspace. When OAHub tries to load a file it attaches query parameters to the URL which end up causing problems in GenericFileHandler where we end up returning a 405 in response to a file GET with query parameters.

For now I've disabled the query parameter check rationalizing that it's ok for a server impl to ignore any query parameters you don't understand. For example a GET with query parameters on a regular resource is fine but am leaving this bug open for now to be sure I'm not breaking something else.
