Build Identifier: 

Creating a new "general" project, the NPW offers assigning the project to a working set. After enabling the checkbox to do that and opening the "Select working set" dialog, no working sets are shown for selection.

This works for me with Resource Working sets, but if you are looking for Java/other working sets, then you want Bug#218460
