move intra model explorer has been done in the revision 4029

the cut  has been deconnected because it can imply corruption of diagrams
the copy paste have been reworked. A new plugin has been created in order to put handler dedicated to UML.
So UMLModelExplorer and SysMLModelExplorer are independent but are dependent of this new plugin org.eclipse.papyrus.uml.menu

The dependency in {oep}.sysml.modelexplorer and {oep}.uml.modelexplorer to org.eclipse.papyrus.uml.menu is useless in my opinion.
Can you confirm (and remove this dependency if its the case) ?

In r4463 - Diagram dnd in model explorer is not implemented correctly (no care about the real implications of modifying the diagram context is currently taken) and has been disabled.
