If there is a remote which has a push refspec which includes 'refs/for/' then there's a practical certainty that the project is Gerrit enabled. As such, the checkbox which marks 'create change-id for gerrit' should be ticked by default in a project which contains a remote push refspec with that pattern in. (Of course it can still be disabled, but chances are this will be what people manually do anyway.)
