Since integrating the framework hooks branch, command history and TAB completion in the Equinox console have stopped working.

Steps to reproduce:
* Run kernel with -Fosgi.console=2401
* telnet localhost 2401
* type "inst" and then hit TAB
* Should complete to "install", but tabs whitespace instead.

The chances are that some packages and/or services need to be configured in the user region properties file...

Please note that the upgrade to Equinox 3.7M5 may be (part of) the reason for this bug.

Tested and this is fixed in 3.0.0.M01.
