Setting "Open referenced projects when a project is opened" to "Always" or "Prompt" in the workspace preferences does neither open referenced projects nor prompt when opening a project with referenced projects.

Reproducible: Always

Steps to Reproduce:
1. Change the setting to "Always"
2. Open a project and select project references in the project properties page
3. Close all projects and reopen that project

Expected result:
The project and the referenced projects are open.

Actual result:
No referenced project is opened.

Interesting, works as expected in PHP perspective, but not in C/C++ Perspective

Are you using the same view to open the project in both perspectives?

No, I guess not, switching perspective changes to the respective default view ("PHP Explorer" or "C/C++ Projects").

But thanks for asking: I've just tried to open projects in the Navigator view (Window -> Show View -> Navigator), and that works as expected in both perspectives!

Then this might be an issue with the PHP explorer. Moving to PDT
