I'm been noticing that the builds have been taking a long time.  Investigating further, it appears that the archived builds we download from archive.eclipse.org for comparison purposes download about 17Kb/s.  Ow.  

I need to cache these zips locally on the build machine so that the build isn't delayed for 15 minutes downloading these zips.

This doesn't apply anymore since we are moving the build to eclipse.org.
