Build Identifier: Eclipse 3.6.2

In the RSA product, we include the GEF and Draw2d Plug-in Developer Guide in our information center.  Selecting the GEF Framework API Reference link within this area results in a Topic Not Found message being displayed.  I checked this in the Eclipse help center at http://help.eclipse.org/helios/index.jsp and the API reference is missing there as well.

Reproducible: Always

Steps to Reproduce:
1. Display the Eclipse IC at http://help.eclipse.org/helios/index.jsp
2. In the TOC, navigate to GEF and Draw2d Plug-in Developer
Guide>API Reference>GEF Framework.

Topic Not Found is displayed in the content panel of the information center
