Build Identifier: 20100917-0705

Steps to reproduce:

1. Create plugin with several packages, but do not export all packages
2. Warning occurs in the manifest
3. Execute "Organize Manifest" wizard

Result:
Also empty packages are added like
 com.test,
 com.test.core,
 com.test.core.command,

Note that the same behvaior is while pressing control-1 "add missing packages" in the manifest editor.

This bug hasn't had any activity in quite some time. Maybe the problem got resolved, was a duplicate of something else, or became less pressing for some reason - or maybe it's still relevant but just hasn't been looked at yet.
