The server tooltip works for servers (via extension point) and modules, but does not recognize any other elements in the view. If an adopter adds (e.g.) new child elements to a server, the tooltip simply appears blank and there does not appear to be any way for them to override or hook in to provide a control (the extension point only works for servers).
