Current BuildPathManager exposes too much of implementation details about m2e/jdt integration, most of which is of no interest to m2e extensions. We need to introduce IClasspathManager to provide client view of classpath management functionality provided by m2e.

Introduced IClasspathManager interface. I was conservative about adding too many methods to this interface, adding methods is easy, removing is not.
