I'm using FOP 1.0 to generate PDF from XSL:FO generated by wikitext. For some reason FOP is unable to include images unless the absolute path of the image is used even if the image is in the same location as the FO-document.

This sounds like a FOP bug.  When XSL-FO output was introduced, FOP worked fine with relative links to images.  See http://greensopinion.blogspot.com/2009/04/mylyn-wikitext-produces-pdf.html
