Steps:
1. A build change notification is displayed
2. Open the build from the builds view

Sometimes the editor shows stale results and not the latest results as expected.

Workaround:

1. Manually refresh the build plan
2. Reopen the editor

I think the auto refresh code does not always properly update the model when a build is already cached.

There were multiple problems with status not being merged properly and plans not getting refreshed. I have committed a number of fixes.
