This is happening to me as well.   No formatting.

Anyone have any ideas?

I found out from Brian Payton that the SQLWordStrategy class in the 
internal.sql package of the org.eclipse.datatools.sqltools.sqleditor 
plugin handles the formatting.

It currently does nothing but capitalize the SQL.

I might add this to the list of things that I might contribute.
