So far we can modify authorization rules only by editing the Users.pref file. This in not very handy for administrators. We should add UI for that.

Once this is done, see the TODO in SecureStorageUserAdmin#initStorage. We are currently hard-coding this authorization for the admin user.

This is a big task, an old bug, and something unlikely to fix.
