When building Sapphire, it is possible to re-use Eclipse.org downloads across multiple Sapphire workspaces by adding -Ddownloads=[path] during build invocation. This gets old after a while. The build should also support reading downloads folder location from SAPPHIRE_DOWNLOADS environment variable.

Implemented for 0.2.1 and 0.3 streams.
