1. checkout 'org.eclipse.jdt.doc.user' 2. drill down to concepts 3. copy cbrkpnts.htm to other folder (i.e. concepts/images) 4. rename cbrkpnts.htm in new folder to cdebugger.htm 5. copy cdebugger.htm from "concepts/images" to "concepts" 6. confirm overriding cdebugger.htm ==> no diff reported for cdebugger.htm ==> compare with also reports no diff even with option to use file contents This problem has the same root cause as bug 62547, but because cdebugger.htm was never deleted/renamed it cannot be fixed so easily.
Bumping the severity as per bug 62547, however this is less common than that bug, so major should be enough.
