Since Eclipse only ships 3 times a year, we need to allow for new versions of maven to be delivered through the discovery UI.

Creating a feature patch, I have been able to deploy a new version of the maven.runtime embedded in m2e. 
However I have not been able to build the feature patch with tycho: https://issues.sonatype.org/browse/TYCHO-580.

I'll close as fixed for now.
