1. Naviage > Open JavaScript Type...
2. Click the black inverted triangle in the top right hand corner.
3. Click 'Type Filters...'.
4. You are greeted by the 'General' preference page.

Excised that part of the menu from org.eclipse.wst.jsdt.internal.ui.dialogs.FilteredTypesSelectionDialog
