I will release a simple fix. By default Orion will allow all people to create a new user. When the server configuration contains this:

a#Wed Jan 19 00:46:48 CET 2011
eclipse.preferences.version=1
everyoneCanCreateUsers=false

it will allow only people with appropriate rights i.e. /users to add new users.
