The new compare with > "branch or tag" functionality seems to use the latest local history as the left hand side.  This prevents editing.  
Conversely compare with > HEAD does allow editing.

This still seems to happen in 1.1.0.

In a source file:
  Right Click > Compare with > Branch, Tag or Reference
Choose another branch, and the compare editor opened has Local History on the LHS.

Same happens using the context menu in a resource navigator.

I think this may be a duplicate of bug345409 which was recently fixed.

Can you try with the latest 1.2 nightly?

[Batch change] Remove passed Target Milestones
