1. Open a file in the workspace.
2. Make it dirty.
3. Window > New Window
4. Open the same file in the second window.
5. Close that editor. You will be prompted, click 'Cancel'.
6. Window > Preferences > General > Editors
7. Uncheck 'Prompt to save on close even if still open elsewhere' > OK
8. Close the editor. It will close without prompting as expected.
9. Reopen the same file in the second window.
10. Now try to close the second window, you will be prompted about the dirty part.

This seems to be because step 8 is a close request whereas step 10 is a save all request. Hence, the fact that the part is being closed is not considered.
