I have introduced a server preference service that supports settings at various scopes: user, workspace, and project. The workspace and project scopes should be accessed via fields on the Workspace and Project objects returned by the workspace API, much like we do today for search provider. To do:

- Make an IWebResourceDecorator for the preference service to augment Workspace and Project responses with preference location fields.
