As per http://dev.eclipse.org/mhonarc/lists/dsdp-tm-dev/msg02557.html :

This Apache redirect is incorrect:
  http://download.eclipse.org/dsdp/tm/.. --> /tools/tm/...
it should instead be
  http://download.eclipse.org/dsdp/tm/... --> /tm/...
