Package version qualifiers should be added to the the Export-Package statements in the MANIFEST.MF file of the v1.9.1 version of the org.apache.lucene library in Orbit.  (The v2.9.1 version of Lucene already has the package versions.)

By the way, please update the readme.txt file in the HEAD version of org.apache.lucene to specify what versions of Lucene are stored in Orbit.  It's hard to find the right CVS branch of Orbit plugins (among the dozens in CVS) if you don't know ahead of time what specific versions have been placed in Orbit.
