When using a decimal number greater than 1000 for hyperlinking to an internal bookmark a thousand seperator is inserted automatically. When using the same number as a bookmark the complete number is taken as is. So internal hyperlinking simply does not work. For example the number 1798 leads to the following link #1.798. As suggested here http://www.birt-exchange.org/org/forum/index.php/topic/21334-internal-hyperlink-with-decimals the solution is to convert the number to string for the linked expression. But I think this is an unconvenient behaviour since linking to an external report works fine.
Bookmark of Hyperlink should not be converted by DataTypeUtil.toString( value ), instead, it should use value.toString() to like bookmark.
