When dumping, Virgo outputs:

[2011-01-14 13:58:01.289] startup-tracker              <ME0001W> A message with the key 'ME0003I' was not found. The inserts for the message were '[serviceability\dump\2011-01-14-13-57-304]'

The problem seems to be that my locale is bg_BG. There is a similar message (ME0003I) in bug 328492 reported by Thomas Kratz that I guess uses a german locale.

The files scanned for the message by ResourceBundleUtils in my case are:
[EventLogMessages_bg_BG.properties, EventLogMessages_bg.properties, EventLogMessages.properties]

But the message can be found in properties file with _en.

The problem can be reproduced with:
startup -clean "-Forg.eclipse.virgo.kernel.startup.wait.limit=10"

Renamed 

org.eclipse.virgo.medic.core/src/main/resources/EventLogMessages_en.properties 
to
org.eclipse.virgo.medic.core/src/main/resources/EventLogMessages.properties 

with commit b4b82b5a7e9539c6f86757cd1dafed17ee54649c
