Our pages are evolving toward a style where there is a "main task and resource" (such as editing a .js file, or navigating part of a workspace), but the user may want to include auxiliary views.

Bug 334191 touches on different ways we could organize the UI.
But beyond that are the issues of:

- the visual components should have enough metadata so that something similar to eclipse desktop "show view" could be used to add an auxiliary view (such as favorites) to a page
- user needs to specify where it goes, or else go into a layout mode on the page where things can be moved around
- once the user gets a layout that he/she likes, this must be persisted for the user
