Currently, JavaEEArchiveUtilities.checkJavaEEDD() does not check for the existence of META-INF/web-fragment.xml .  This causes binary Web Fragment jar files to be treated as EJB jar files.  JavaEEArchiveUtilities.checkJavaEEDD() needs to be updated to understand Web Fragments.
