When the build runs on non-Eclipse.org hardware, the comparator has access to the filesystem with all the child repos. When running on Hudson at Eclipse, the p2.mirror task in the build only has access to the current build because of file restrictions.  When running the build on Hudson, the comparator should be the existing top level repository for the appropriate build type.

And I already fixed this last year....oops.
