I'm not sure how this should manifest. Maybe it's enough to just include the Babel respository in the packages.

Maybe we can convince the Babel project to build a plug-in that adds some UI element to add language support. Maybe something on the welcome page.

Adding Kit to the bug, maybe we can get some ideas from the Babel project team.

It's probably a duplicate of bug 324684: Babel update site should be in all packages.
If there is an interest in moving this forward, I need some kind of support from the Babel team.
