Dali is using the DBWS features through a Run Configuration and refers to EclipseLink bundles.

In the version 2.2.0.v20101231 the org.eclipse.persistence.tools.dbws package is not exported and need to be visible for Dali to be able to call the DBWSBuilder.

Changing the priority to Major as this blocks us from being able to release any DBWS functionality to the WTP build.  The WTP build will need to depend on the necessary EclipseLink OSGi bundles as opposed the eclipselink.jar.

We need to generate a new DBWS utils bundle in this case.  We will make this change on trunk (2.3).
