TagLibConfiguration expects aliases to be setup by parsing taglib-uri and taglib-location elements in web.xml during the preConfigure phase, however web.xml is not parsed until after preConfigure has completed. Therefore, listeners declared in taglibs defined in web.xml will not be processed.
