When processing the XML metadata, the XML document is brought into an object model.  We should consider offering this object model as a means for users wishing to create the metadata programatically.

Workaround:
Use the core project, descriptors, and mappings directly.

This functionality was made available through the XML Metadata Repository feature in EclipseLink 2.3.0.
