Can't add attachment directly for commmiter when create a new bug

- log as commiter
- click New
- fill required fields
- click add attachment
- choose a file, fill the description
- Submit the bug

the next page tells:
You asked Bugzilla to auto-detect the content type, but your browser did not specify a content type when uploading the file, so you must enter a content type manually.

As it seems related to navigator, I am on Chrome 8.0.552.224

You need to select the content type in the form.
