What I think is happening is that a bundle from javafx has declared an extension that is interfering with the help servers ability to load resources. This is why the images and included JavaScript files are not being loaded.
I don't have JavaFX loaded on my system I need to get my employer's approval to download it, in the meantime can you do the following: 

1. Window/Show View/Other/Plug-In Development/Plug-in Registry
2. Expand the node for org.eclipse.equinox.http.registry
3. Expand the child node Extension points
4. Expand the child nodes org.eclipse.equinox.http.registry.httpcontexts and org.eclipse.equinox.http.registry.resources

Take a screenshot and attach it to this bug. If my theory is correct there will be extensions defined by javafx which are breaking the help system and we can then discuss the next step.

See Bug 304119 for a possible solution. The fix for Bug 304119 has been released to the build so maybe you can try out the next nightly build and see if it solves your problem.

I'm pretty sure that the fix for Bug 304119 will fix this. Closing as duplicate.
