GEM EFS Conversion Patches

This set of two patches (attached zip file) includes extensive changes to the GEM plugin source code, as well as smaller changes to the GEM help contribution.

Changes include conversion from Java.io.File usage to EFS in preparation for remote enabling. Other modifications are to underlying algorithms and data structures to improve efficiency. The changes are extensive enough to warrant opening a CQ for the patches.

Once approved, the patches will then be applied to CVS HEAD and also to the branch for SR2 (coming in Feb, 2011)

Patch was applied to HEAD on January 14, 2011.
